APWU Has A New Union Contract

Neutral Arbitrator and Interest Arbitration Panel Chair Stephen Goldbergissued his binding decisionon the terms of the new union contract between the American Postal Workers Union and the United States Postal Service.

Arbitrator Goldberg reaffirmed that custodial positions should be fully staffed. However he changed under certain conditions what hours apply in calculating “Line H” violations of staffing. Hours associated with long-term absences and excessing events can be exempted from calculations when fully staffed.

STEP INCREASES

Adding the 3. 4% in General Wage Increases plus the known COLAs, compensation for a level 6 Step O employee will increase $2,855 over the life of the Agreement. With three additional COLA increases, the total increases over the life of the Agreement will likely come to $3,600 annually, an increase of about $1. 75 per hour. OK I am someone who likes to read the contract and get all the info I can so I will share what I know:1. We are hired for a 360 day term but can be let go for lack of work. If you have your 90 working day probationary period completed they will have to call you back if they need PSE’s within one year of your being let go. There is nothing that says they have to call you back but the MOU covering PSE’s says that the PO will not fail to bring you back in order to avoid making health benefits available to you. (if the PSE starting a second term elects to participate in the APWU Consumer Driven Plan then the PO will pay 75 % of the premium. )3. No4. As best as I can figure out the perfect storm will have to occur. The PO will have to decide it is going to make career employees. When and if the PO decides to make career employees the positions cannot be subject to Article 12 withholding. Then offers would be made based on PSE seniority in your facility.
